Law on 'Right to Information' Must be Non-Restrictive: Experts

A two- day regional workshop on Right to Information concluded in Dhangadhi on Sunday, 1 April, 2007. It was the last of the regional workshop series aimed at promoting awareness on Right to Information and lobbying for an effective law in this regard.


A two- day regional workshop on Right to Information concluded in Dhangadhi on Sunday, 1 April, 2007. It was the last of the regional workshop series aimed at promoting awareness on Right to Information and lobbying for an effective law in this regard. 

In the workshop, about 50 delegates from eight districts of the far-western region took part. The workshop was inaugurated by Gopal Prasad Parajuli, Chief Judge of Appellate Court, Mahendranagar. 

The workshops, which deliberated on the proposed draft-bill on Right to Information as well as three working papers by Kashiraj Dahal, Ranjan Krishna Aryal and Taranath Dahal, concluded with the following recommendation.

 

Recommendations

After holding intensive deliberation on the significance of right to information, delegates of the two-day workshop from far western region have concluded that the Right to Information is people\'s fundamental rights and it must be ensured by a concrete and unambiguous law.

 

To ensure the Right to Information in our country, the workshop has made the following recommendations to the government, policy makers and the citizens\' groups.

 

i) To Govt and policy makers

 

To make effective RTI law:

Awareness and presssure group
Encompass private sector
most provisions in the draft bill okay
Incentives to whisle blowers
Cause need not be specified
Delete restrictive clauses from some articles
Facilitating campaign through Govt media on RTI
 

To ensure its effective implementation:

·        network formation

·        incentives to information givers

·        nationwide campaign  on RTI

·        Special trainings and other programs to promote RTI awareness in rural areas

 

ii) To advocates and citizens groups

 

To take RTI awareness drive to the grassroots:
·        political, social level awareness programs

·        formation of Publicity teams at VDC /DDC level

·        Cooperation and coverage by media colleagues
