About Us

Freedom Forum is a prominent non-governmental organization in Nepal dedicated to institutionalizing democracy, protecting and promoting human rights, press freedom, freedom of expression, right to information, promoting audit accountability, open and accountable budget, public finance reforms, citizen engagement in public finance management and citizen participation in audit. Established in February 2005, the organization emerged in response to the political turmoil following Former King Gyanendra’s coup dated February 1, 2005, which imposed severe restrictions on media and democratic rights. A group of media professionals, legal experts, and academics founded Freedom Forum to safeguard Nepal’s hard-earned democratic freedoms during this repressive period.

79. Nepal: Open Budget Survey 2019

On this episode we are presenting Open Budget Survey 2019 of Nepal. We look into each discipline of this survey including transparency of budget enactment and implementation, public participation and oversight in budget process. This global survey was conducted by International Budget Partnership (IBP) and is the 7th round of global survey, which we presented in episode 77 of this podcast. In 2019 report, Nepal has scored 41 out of 100, declining from the previous round. The OBS 2019 reports weak transparency and oversight in budget, along with few opportunities for the public participation in shaping budget policies or monitoring their implementation. We also present recommendations from the report and talk about “CALL TO ACTION” initiative of this survey.
