134. Freedom of Expression in the framework of Human Rights

Freedom of expression and opinion is a fundamental human right which allows everyone to freely express their opinion online and offline. Right to freedom of expression and opinion is enshrined in the Article 19 of Universal Declaration of Human Rights (UDHR) which states:

Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.

Article 17 (2) of the Nepal's constitution 2015 also states that every citizen shall have the right to freedom of opinion and expression with some exceptions.

Freedom of expression is under surveillance these days be it on online or offline space. In Nepal too, we recently witnessed an incident where protestors were jailed for protesting against the Prime Minister. Citizens' are often harasser for posting and sharing critical contents on their social media pages.

In this context, we present new episode of Freedom Chautary podcast based on freedom of expression in the framework of human rights. The podcast features University of California National Center for Free Speech and Civic Engagement's podcast- Speech Matters' episode 3.

In this episode, the Center’s Executive Director, Michelle Deutchman talks to David Kaye. David Kaye is a renowned law expert and former UN special rapporteur on promotion and protection of the right to freedom of opinion and expression.
