Freedom of expression and opinion is a fundamental human right which allows everyone to freely express their opinion online and offline. Right to freedom of expression and opinion is enshrined in the Article 19 of Universal Declaration of Human Rights (UDHR) which states:
Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.
Article 17 (2) of the Nepal’s constitution 2015 also states that every citizen shall have the right to freedom of opinion and expression with some exceptions.
Freedom of expression is under surveillance these days be it on online or offline space. Citizens’ are often harasser for posting and sharing critical contents on their social media pages.
